Two Biden administration officials said on condition of anonymity that he (Biden) gave the final approval to carry out the campaign this week following the recommendation of Austin and Chairman of the Joint Chiefs of Staff, General Mark Milley.

Austin said that al-Sudani had been on the radar of US intelligence officials for several years. He was instrumental in providing financial support to IS operations in Africa as well as ISIS-K, its terrorist wing in Afghanistan.
