He worked as an advisor to the first President of Zambia, Kenneth Kaunda, and was an expert on refugee rehabilitation. The American Vice President said, ‘I miss my time spent here very much. I was a child then, so these are childhood memories.

It is worth mentioning that the Government of India had posted PV Gopalan in January 1966 as Director of Relief Measures and Refugees in the Government of Zambia.
